    Garland was born February 8, 1919 in Lovettsville, Virginia to Millard Leonard and Flossie Jane Everhart Cooper. He died January 28, 1970 in Washington, DC. He married Pearl Oliver. Pearl was born June 30, 1922 in Des Moines, Iowa and died August 25, 2001 in Leesburg, Virginia. Both are buried in the Union Cemetery in Lovettsville, Virginia.

      Loudoun Times Mirror, February 5, 1970. Garland Lee Cooper, Sr., 50,
      died Jan. 28 in Sibley Hospital, Washington, D.C., after an extended illness. A resident of Lovettsville, he was a locomotive fireman for the B&O Railroad at Brunswick. Mr. Cooper was a lifelong resident of the Lovettsville area and was a son of Mrs. Flossie Everhart Cooper of Lovettsville and of the late Millard L. Cooper. He was the husband of Pearl Oliver Cooper. Surviving wife his wife and mother are two sons, Garland L. Cooper, Jr., at home, and Sp. 5 Michael F., of Alexandria; a grandson; a sister, Mrs. Loudelle Howard, and a brother, Gilbert Cooper, both of Brunswick. Interment was in the Union Cemetery, Lovettsville.
